Contract Development Consultant

The Fund has been managed by Cardno since its inception in 2017. Cardno maintains all contract templates for the Fund’s engagement of personnel (local and international), grantees, independent consultants and subcontractors/firms. All templates were vetted by Cardno Group Legal and a Fijian law firm (where relevant).

The existing contract agreements currently held by Cardno will cease on 31 December 2021. From 1 January 2021, all new agreements are recognised on the Fund’s own, independent contract templates.
Prior to this, the Fund will be assessed under the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and New Zealand Government’s Ministry of Foreign Affairs and Trade’s (MFAT) Due Diligence Frameworks.

The Fund is keen to utilise newly developed templates from September 2021 for any future agreements with personnel or firms.

The Fund is seeking to engage a short-term consultant/firm to review current templates and apply best practice to develop new contract templates for:

  • Personnel (fixed-term, local)
  • Personnel (short-term, international)
  • Personnel (short-term, local)
  • Subcontractor Agreement
  • Grant Agreement

All templates are to be developed in consultation with Fund management and personnel as it relates to their work, in alignment with Fijian labour legislation, and compliance with relevant Fijian and international policies. In addition, templates are to reflect the Fund’s vision, mission, shared values and ways of working.

Policy Review and Development Consultant

The Fund has been managed by Cardno since its inception in 2017. Cardno maintains a significant number of policies, procedures that are regularly used across all Cardno managed programs including the Fund. The policies and templates are compliant with DFAT requirements, which will continue to be a major donor for the Fund once independent. Policies sit under the current Fund’s Operations and Finance Manual, which will be re-developed in lead up to the Fund’s independence in 2022.

Prior to this, the Fund will be assessed under the Due Diligence Frameworks from both DFAT and MFAT, which examine the implementation of policies and procedures, and how these relate to project implementation, grant management, MEL and governance arrangements.

The Fund and Cardno seek to engage a short-term consultant/firm to update existing policies by assessing their relevance and applicability to the Fund as a registered entity with multiple donors, and adherence to local legislation and the governance arrangements outlined in the Trust Deed.
The consultant will also develop new policies/procedures in consultation with the Fund management as required. The current policies and procedures are operational relating to the areas of human resources; finance; health, safety and environment; security; risk management; recruitment and procurement.

Some policies have related templates and forms that will also require a consultant to conduct a stocktake with the Fund on the usefulness of these forms by consulting Fund personnel.

Strategic Plan Development Consultant

The Fund is currently seeking applications for a Strategic Plan Development Consultant who will be primarily responsible for designing and implementing a process that leads to the development of the Fund’s first strategic plan. This will include the development of a consultation methodology, documentation of the consultations that will lead to the facilitation of a two-day workshop for validation of findings. Additionally, the Consultant will play a leading role in the narrative/content development of the Strategic Plan. See the Terms of Reference for full details of scope of work.

TENDER: Website Development

FWF invites tenders from website development firms in Fiji to custom build the Fund’s new website. We require a visually appealing website that incorporates graphic design (illustrations), use of images, mobile friendliness, optimization to different screens and platforms, easy navigation and have the ability to fundraise online through an Internet Payment Gateway.

Fiji Women’s Fund will evaluate tenders on the basis of technical and management expertise, methodology and demonstrated value for money.  This will be based on the selection criteria outlined in Clause 3.3 of the Request for Tender Template.

Consultant - Trust Deed Development

A key Fund activity is to transition to an independent local entity to secure funding from donors, private sector, and local philanthropy. To foster local ownership, the Fund, since its inception, has deliberately adopted a genuine partnership approach with local women’s organisations.

Over a period of six months from July to December 2020, the Fund’s trust deed will be developed; a key document for its registration under the Charitable Trust Act of Fiji. Taking a partnership approach, the Fund will engage a Consultant for 10–15 days during July and August 2020 (with a possibile extension) to undertake a series of consultations with members of the Fund team, current and past members of the Fund’s steering and grants committees, key national, regional and global women’s funds, women’s movement in Fiji, and a cross-section of the Fund’s current and past grantee partners.

The Fund is currently seeking applications from suitably qualified consultants who will be primarily responsible for the design of facilitation approaches and methodologies, agenda setting and development of the trust deed.

Communications Support Consultant

The Communications Support Consultant will contribute to the success of the Fiji Women’s Fund through the oversight of the Fund’s Communications Strategy and dissemination of high-quality communication products to a wide range of stakeholders. The Consultant will support the implementation of the Communications Strategy and Annual Workplan in line with the strategic objectives of the Fund. The Consultant will be responsible for producing communications content over a period of three and a half months.

Resource Mobilisation Adviser

The Fund is currently seeking applications for the position of Resource Mobilisation Adviser who will be primarily responsible for supporting the development and implementation of the Fund’s resource mobilisation plans and efforts. The Adviser will work closely with the Fund Manager and members of the Fund team to support building lasting funding relationships and contribute to the Fund’s fundraising.

Steering Committee

Expressions of interest are sought from interested individuals who have a common vision to support gender equality in Fiji to be a member of the Fiji Women’s Fund Steering Committee.
Applications are invited from diverse Fiji women and young women from:
